RBE No.307/1985 Chemists – Filling up the posts

Sub: Filling up the posts of Chemists in Grade Rs.425-700 in the Medical Deptt: Qualifications.
1. In terms of extant instructions contained in the Board’s letters (1) E(NG)I-70-PM1/229, dt. 08.09.1971, (2) E(NG)I/76 PM1/86, dt. 24.02.1977, (3) E(NG)I/76 PM1/86, dt. 18.02.1978, (4) E(NG)I-79/PM1/212, dt. 07.11.1979 the post of Chemist in grade Rs.425-700 in the Medical Deptt. are required to be filled with the persons having the following qualifications:-
For Direct Recruitment – B.Sc. with Chemistry with at least one year’s training in a recognized Public Health Laboratory. Preference will be given to candidates who have experience in analyzing water, sewage, oil, ghee and other food stuffs.
Promotion – (a) Serving staff in the Medical Deptt. fulfilling the requisite qualification and experience prescribed for direct recruitment are eligible for being considered for promotion as Chemist in scale Rs.425-700 by a duly constituted Selection Board in accordance with the prescribed procedure. Direct recruitment is to be resorted to only to the extent suitable staff are not available for promotion.
(b) The staff working as Lab. Technician/ Assistant Chemist in scale Rs.380-560 in the Medical Deptt. and possessing the qualification of Diploma in Lab. Technician’s Course with five years’ service in the grade will also be eligible for promotion by selection as Chemist in scale Rs.425-700; the professional competence being assessed by a trade test at the time of selection.
2. It has come to the notice of the Board that the above instructions regarding filling up the posts of Chemist in scale Rs.425-700 are not being followed uniformly by the Railway Administrations, etc. The Board desire that the same may be strictly followed while filling up the vacancies in the grade of Chemist.
The past cases decided otherwise need not be reopened.
