RBE No. 06/1986: Promotion – Train Superintendent

Sub: Filling up the posts of Train Superintendent operated on important trains.
1. It has come to the notice of the Board that there are cases where the Trains Superintendent posted to work a train is in the same grade as that of the other staff on the train whose work he is required to supervise.
It has been pointed out that in such a situation the Train Superintendent finds himself in difficulty in discharging his functions effectively and maintaining discipline among the staff concerned on the train.
2. According to information available with the Board, the practice obtaining on the Railways is that the post of Train Superintendents, wherever they exist, are being filled from amongst staff of the Commercial Cadre except in the case of the Southern Railway, who fill the same from amongst staff of the Commercial Cadre and the Operation Cadre in the ratio of 1:1.
3. In order to remove the difficulty referred to in para 1 above, the Board desire that wherever necessary, Railway Administration may operate the post of Train Superintendents in Grade Rs.700-900 by utilizing a post in equivalent grade from the cadre from which the incumbent has been drafted for posting as Train Superintendent and in lieu thereof operate the grade in which the post of Train Superintendent has been sanctioned in that cadre.
The Board would also like the Railway Administration to ensure that in such cases staff working on regular basis in grade Rs.700-900 only in their respective cadres are posted as Train Superintendents.
