Fixation of Pay: RBE No.105/1987 – Promotion/ Appointment to Posts Carrying Higher Responsibility

Sub: Recommendation of the Fourth Central Pay Commission – Decision relating to fixation of Pay on promotion/ appointment from one post to another carrying duties and responsibilities of greater importance.

1. The Fourth Central Pay Commission have made following recommendations in para 2315 of their report (as reproduced below) relating to fixation of pay of Central Government employees on promotion/ appointment for one post to another.

“23.15 We have considered the suggestions and are of the view that the formula for fixation of pay on promotion should be uniform. We accordingly recommend that FR-12C should apply to all cases of promotion from one post to another subject to the condition that the amount to be added to pay in the lower post before fixing the pay in the higher post should not be less than Rs.25. The rule may be amended accordingly.”

The Government have decided to accept the recommendation contained in para 23.15 subject to the modification that there shall be no minimum benefit of Rs.25.

2. In supersession of extant orders, the President is pleased to decide that where a Railway servant is promoted or appointed to another post carrying duties and responsibilities of greater importance than those attached to the post held by him, the provision contained in Rule 2018(B) [FR 22-C] R.II shall apply without pay limits.

3. Correction slip to the Indian Railway Establishment Code (Vol.II) will follow.

4. These orders shall take effect from 01.01.1986.
