Sub: Application of percentage distribution of posts created for decasualization of existing Casual Labour – reg.
1. Doubts have been raised about application of percentage distribution of posts, in artisan as well as non-artisan categories, in respect of posts created under the decasualisation scheme in the regular temporary establishment for the main purpose of absorption of casual labour.
2. The Board desire to clarify that the extension of percentage distribution to artisan and non-artisan posts, created in this manner will be only at the time of the next Annual Review that may be due.
3. It may be noted in this connection that while Annual Review of cadres in Group ‘C’ and ‘D’ non-artisan categories has been restored vide instructions contained in Board’s letters No.PCIII/78/UPG/8, dated 00.01.1979, No.PCIII/80/UPG/19, dated 21.01.1984 and No.PCIII/85/UPG/10, dated 12.08.1985 (RBE No.252/1985).
The Annual Reviews in the artisan categories, reclassified under instructions contained in Board’s letter No.E(P&A)I-82/JC-1, dated 13.11.1982 and subsequent instructions relating thereto, have been temporarily suspended; restoration of Annual Review in artisan categories is separately under Board’s consideration.
