Children Educational Assistance: RBE No.10/1988 – CEA

Sub: Recommendations of the IV Central Pay Commission – Decisions relating to grant of Children Educational Assistance.

1.     The IV Central Pay Commission have made certain recommendations in Chapter 15 of their Report regarding the various types of Allowances under the Educational Assistance Scheme and the recommendations are as under:

(i) In addition to the Scheme for payment of Hostel Subsidy, the assistance under the Scheme of Re-imbursement of Tuition Fee, Children Educational Allowance and Subsidy for purchase of Books may be given to all employees without any pay limit.

(ii) Re-imbursement of Tuition Fee at the rate of:-

Upto Class X Rs.20 per month
From XI to XII Rs.25 per month
For physically handicapped or mentally retarded children Rs.50 per month

(iii) Children Educational Allowance at a uniform rate of:        Rs.50 per month per child for Primary, Secondary and Higher Secondary Classes.

(iv) Subsidy for purchase of Books:-

Class I to V Rs.50
Class VI to XII Rs.120

(v) Hostel Subsidy at the rate of:     Rs.150 per month per child.

(vi) The benefit of all the Schemes of Educational Assistance, whether separately or in conjunction, may be admissible for two children only.

2.     Government have considered these recommendations and the President is pleased to decide that the following modifications in the Railway (Educational Assistance) Orders-1985 issued under this Ministry’s Letter No. E(W)84 ED 1-1, dated 04.10.1985 (RBE No.277/1985) will be made:

(a) Children Educational Allowance (Clause 16 of the Orders) Rs.50 per month for Primary, Secondary and Higher Secondary Classes
(b) Re-imbursement of Tuition Fee (Clause 19 of the Orders) Class X and Below Rs.20 per month per child.
Class XI and XII Rs. 25 per month per child.
For physically handicapped and mentally retarded children Rs.50 per month per child.
(c) Hostel Subsidy (Clause 23 of the Orders) Rs.150 per month per child.

3. The new rates will be effective from 01.10.1986 in respect of employees who were eligible for these benefits as per criteria and upper pay limit in force prior 01.01.1986.

4. The above concessions will also apply to all Railway employees without any pay limit from 01.12.1987.

5. The provision regarding subsidy for purchase of books vide Clause 22 of the 1985 Orders shall stand withdrawn with immediate effect.

6. The concessions will be available upto three children as at present to children born up to the date of issue of these orders and shall be restricted to only two children born thereafter.

7. Other conditions as laid down in the letter dated 04.10.1985 (RBE No.277/1985) referred to above, would continue to apply.
