Column-7 Educational And Other Qualifications Required For Direct Recruits Essential:

(i)   Degree of a recognized University or equivalent,

(ii)  3 years experience of administrative accounts and establishment work in a supervisory capacity in a Government office or a Public Body or a Commercial organization of repute.

Note:

  1. Qualifications are relax able at the discretion of Union Public Service Commission in case of candidates otherwise well qualified.
  2. The qualification regarding experience is relax able at the discretion of Union Public Service Commission in the case of candidate belonging to the Schedule Caste and Schedule Tribes, at any stage of selection, Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

Desirable:

Knowledge of Government rules and regulations.

Column-11 In case of recruitment by promotion / deputation / transfer, grades from which promotion / deputation / transfer to be made Promotions:

By promotions through selection (which will include ordinarily a written test and also viva voice test) from the following:

(i)     Group ‘C’ staff of the Personnel Department.

(ii)    Group ‘C’ staff of the Stores & Transportation (Traffic) and Commercial departments who have an avenue of promotion in their own department but on the basis of option being given to them, have elected to be considered for promotion to the post of Assistant Personnel Officer.

(iii)   Group ‘C’ ministerial staff working in cadre post in any other departments of the Indian Railways excluding Hindi Organisation and Accounts Department but including Cash and Pay and Time Office who have no avenue for promotion to Group ‘B’ in their own Department.

The selection shall be made from the staff holding post in the grade minimum of which is Rs.425 in the revised scale and in higher Group ‘C’ grades on a regular basis, provided that, they have rendered a minimum of three years service non-fortuitous service and have reached the stage of Rs.560.

Note:

In case a junior employee is considered for selection by virtue of his satisfying relevant minimum service condition, all persons senior to him, shall also be held to be eligible notwithstanding that they may not satisfy the requisite minimum service conditions.

Column-12 If DPC exists, what is its composition Group ‘B’ Departmental Committee consisting of three Heads of Departments or Additional Heads of Departments including Chief Personnel Officer or Additional Chief Personnel Officer. If none of the officers consisting the Departmental Committee belongs to the Schedule Caste or the Schedule Tribes, a fourth officer belonging either to the schedule caste or to the Schedule Tribes holding rank not lower than Junior Administrative Grade may be co-opted.
Column-13 Circumstances in which UPSC is to be consulted in making rectt. Consultation with the Union Public Service Commission is necessary while making direct recruitment and amending / relaxing any of the provisions of these rules.
