Post Graduate Allowance: RBE No.34/1988 – To Medical Officers

Sub: Recommendation of the IV central pay commission regarding grant of Post Graduate Allowance to Medical Officers of the Railway Medical Service possessing post graduate diploma/ degree qualification.

1. Reference this Ministry’s letter No.PCIII/75/PS-1/Qualification Allowance, dated 14.06.1976 regarding grant of Post Graduate Allowance for possession of recognised post graduate diploma or post graduate degree by the Assistant Divisional Medical Officers, based on the recommendation of the III Pay Commission.

2. The IV Central Pay Commission in para 10.236 has recommended that the post graduate diploma allowance be increased to Rs.100 p.m. and post graduate degree allowance to Rs.200 p.m. This, however, will not be   admissible where possession of post graduate qualification has been prescribed for recruitment to the post.

3. The above recommendation has been accepted by the Government and President is pleased to decide that hereafter the post graduate allowance shall be paid at the rate of Rs.100 and Rs.200 p.m. for possessing post graduate diploma and post graduate degree qualification respectively to the Assistant Divisional Medical Officer in the revised scale of pay Rs.2200-4000 and Divisional Medical Officer in scale of pay of Rs.3000-4500. The Medical Officers who are given post graduate allowance at the rate of Rs.100 p.m. for possessing post graduate diploma will also be entitled to additional amount of Rs.100 p.m. in case they acquire post graduate degree subsequently.

4. The post graduate allowance at the revised rates shall be granted to the Assistant Divisional Medical Officers and Divisional Medical Officers from the date they come over to the revised scale of pay under the Railway Services (Revised Pay) Rules, 1986.

5. Post graduate degree/ diploma allowance will not be admissible to those Medical Officers who are required to possess such qualification according to the recruitment Rules prescribed for the post held by them.

6. Post graduate degree/ diploma allowance will also not be admissible to doctors appointed in Railway Medical Department on Ad hoc basis as laid down in this Ministry’s letter No.PC-III/75/PS-1/Qualification Allowance, dated 15.06.1979.

7. The post graduate allowance would not be admissible to the Divisional Medical Officers of the Railway Medical Services on their promotion from the post of D.M.O. i.e., in the scale of Rs.3000-4500 to the post of Medical Superintendent in the revised pay scale of Rs.3700-5000. In such cases their pay shall be so fixed that the promotees do not suffer loss in their emoluments consisting of pay and post graduate allowance. The loss in emoluments should be protected by the grant of personal pay wherever necessary, to be absorbed in future increases in pay. All other conditions for grant of post graduate allowance shall be as laid down in this Ministry’s letter dated 14.06.1976 and as amended/ modified/ clarified from time-to-time.

8. These orders will take effect from 1st January, 1986.
