RBE No.01/1987 Railway Recruitment Boards– Administrative Control

Sub:   Administrative control of Railway Recruitment Boards.

1. Instructions were issued vide Board’s letter dated 29.08.1984 that the administrative control of some of the Railway Recruitment Boards who exclusively catered to one Railway Zone be vested on the concerned Railway (Copy attached).

In supersession of these instructions, it has now been decided by the Ministry of Railways that the administrative control of all the Railway Recruitment Boards will hereafter be vested on the Zonal Railways as indicated below:

copy to the Chairmen, All Railway Service Commissions and the FA&CAO of Zonal Railways except Eastern Railway.

Sub:   Administrative control of Railway Service Commissions.

1. At present 19 Railway Service Commissions are functioning on the Railways for making recruitment to group ‘C’ categories. In view of the large number of Commissions, their management by the Railway Board centrally has become impracticable and the need to decentralise their control is felt sharply. It is also felt that number of difficulties being faced by them in their day to day working can be solved more promptly and effectively at the zonal Railways’ level. Therefore, as a first step of reform.

The Ministry of Railways have decided that the Railway Service Commissions which are doing recruitment work exclusively for one individual railway may be placed under the control of the General Manager of the Railway concerned for a better and effective management and supervision. Accordingly, the following Commissions will henceforth function under the administrative control of the zonal Railway indicated against them:
