Sub: Central Government Employees Group Insurance Scheme, 1980 – Central Government servant appointed to All-India Services – regarding.

A copy of Ministry of Finance’s letter No.11024/51/84-AIS.II, dated 25.03.1985 is enclosed for information and necessary action. It is requested that in the case of Railway servants appointed to an All India Service, information about their memberships to the Central Govt. Employees Group Insurance Scheme, 1980 may be communicated to the State Government concerned along with the copies of enrolment order issued by your Railway Administration.

Sub: Central Government Employees Group Insurance Scheme, 1980 – Central Government servant appointed to All-India Services – regarding.

1.     I am directed to say that the Ministry of Finance (Department of Expenditure) have laid down the procedure to be allowed for regulating the membership of the Central Govt. Employees Group Insurance Scheme, 1980 of Central Government servants appointed to the All-India Services and vice versa vide their O.M. No.F1(II)/83-WIP dtd., the 30thApril, 1984, a copy of which is enclosed. A question has been raised whether a Central Government servant who was subscribing to the CGEGI Scheme, 1980 should be enrolled afresh as a member of the Scheme after his appointment to an All-India Service. It is hereby clarified that the following procedure may be followed in such cases:

(1)   If a Central Service Group ‘A’ Officer was subscribing to the CGEGI Scheme, 1980 at the rate of Rs.80 per month at the time of his appointment to an All-India Service, fresh orders enrolling him as a member of the Scheme need not be issued by the State Government. The Central Ministry/ Department where the officer was working earlier would have issued orders enrolling him as a member of the Scheme. The State Government should obtain two attested copies of such orders from the Central Ministry/ Department concerned and retain one copy for their record and the another copy may be forwarded to this Department in the case of IAS Officers and to the Ministry of Home Affairs (Police Division) and the Department of Agriculture in the case of IPS and IFS officers, respectively.

(2)   If a Central Service Group ‘A’ officer was paying only insurance premium at the rate of Rs.24 p.m. at the time of his appointment to an All-India Service, the State Government concerned will have to issue orders enrolling him as a member of the Scheme on the next anniversary of the Scheme i.e. if such an officer was appointed to the All-India Service in Sept., 1984 he will have to be enrolled as a member of the scheme w.e.f. 01.01.1985 and from the month of Jan., 1985 onwards he is required to pay subscription at the rate of Rs.80 p.m.

(3)   If a Central Service Group ‘B’ or ‘C’ officer was subscribing to the Scheme as a full member at the time of his appointment to the All-India Services, the Central Ministry/ Department where he was working would have issued orders enrolling him as a member of the Scheme in Group ‘B’ or ‘C’, as the case may be. The State Government should obtain from the Central Ministry/ Department concerned two copies of such orders and forward one copy to this Department in the case of IAS Officers [MHA (Police Division) and Department of Agriculture in the case of IPS and IFS officers, respectively]. On the next anniversary of the Scheme, the State Government should issue orders as in the enclosed proforma raising the subscription payable by the officer to Rs.80 p.m.

(4)   If a Central Service Group ‘B’ or ‘C’ officer was paying only insurance premium at the rate of Rs.12 or Rs.6, as the case may be, at the time of his appointment to an All-India Service, the State Government concerned will have to issue orders enrolling him as a member of the scheme on the next anniversary of the Scheme.

2.     It is requested that the cases of All-India Service probationers appointed to the service in 1982 onwards, who were earlier working under the Central Government may be reviewed in the light of the instructions contained in para 1 above, and orders issued wherever necessary.
