Sub: Payment of Interim Relief to Running Staff – Reckoning of 30% of Basic Pay – Pay element of Running Allowance.
Ref: Board’s letter No.PC-IV/85/14/1, dated 01.05.1985 (RBE No.129/1985).
1. Instructions regarding the payment of an installment of interim relief to Railway employees w.e.f. 01.03.1985 were issued vide the Board’s letter referred to above.
The second sub-para of para 2 of this letter indicated the definition of ‘basic pay’ on the basis of which this installment of interim relief would be determined.
The implications of this definition on the quantum of relief payable to ‘running staff’ were clarified in the Board’s letter of even number dated 01.05.1985 (RBE No.129/1985).
2. The matter has, thereafter, been under discussion with Organised Labour and was discussed in a meeting of the National Council of the Joint Consultative Machinery on 15.01.1986.
3. Based on these discussions and in partial amendment of the instructions/ clarification referred in para 1 above, the Department of Railways (Railway Board) have decided that, as far as ‘running staff’ are concerned, the pay element in running allowance, namely 30% of pay, is to be taken into account as ‘basic pay’ for the purpose of determining the quantum of the interim relief payable w.e.f. 01.03.1985 in terms of the Board’s instructions of 01.05.1985 referred to above.
4. This issues with the sanction of the President and the concurrence of the Finance Directorate of the Department of Railways.
