Please refer to Board’s letter of even number dated 15.04.1985 (RBE No.110/1985) on the above subject forwarding DOP and AR’s letter No.11024/51/84-AIS.II, dated 25.03.1985 wherein two enclosures, namely, Ministry of Finance’s OM No.F.1(11)/83-WIP, dated 30.04.1984 and a proforma, were stated to have been enclosed in paras 1 and 1(3) respectively. Sub: Central Government Employees Group Insurance Scheme, 1980 – Central Government servants appointed to All-India Services and vice-versa – Regarding membership of.
1. The undersigned is directed to say that paragraph 11.7 of the Central Government Employees Group Insurance Scheme, 1980, provides that if any “employee” joins later on an All-India Service, his case shall be regulated in such manner as may be decided by the Ministry of Finance. The CGEGI Scheme, 1980 has since been extended to members of All-India Services, vide rule 3(1) of All-India Services (Group Insurance) Rules, 1980 notified by the Department of Personnel and A.R. The manner in which cases of Central Government servants who are subscribing to the CGEGI Scheme, 1980, at the time of their joining an All India Service and vice-versa on the basis of the Civil Services Examination conducted by the U.P.S.C, should be regulated has been under the consideration of this Ministry. It has been decided, in consultation with the Department of Personnel and A.R. (AIS Division), Insurance Division of Department of Economic Affairs and the Controller General of Accounts, to lay down the following procedure to regulate such cases:-
2. When a Central Government servant later on joins an All-India Service:
(i) If a Central Service Group ‘A’ officer was a member of the scheme and was subscribing at the rate of Rs.80 at the time of his appointment to an All-India Service, he will continue to subscribe to the Scheme at this rate after his appointment to the All-India Service. In such a case, he will be entitled to benefits from the savings fund with effect from the date on which he joined the Scheme as a full member while holding a post in the Central Services Group ‘A’ Service.
(ii) If a Central Service Group ‘A’ officer was paying only insurance premium at the rate of Rs.24 p.m. at the time of his appointment to an All-lndia Service, he will continue to pay insurance premium at this rate till the next anniversary of the Scheme. Thereafter, he will be required to pay subscription at the composite rate of Rs.80 p.m. He will be entitled to benefits from the savings fund with effect from the date on which he subscribes to the Scheme at the composite rate of Rs.80 p.m.
(iii) If a Central Service Group ‘B’ or ‘C’ officer is subscribing to the Scheme as a full member at the rate of Rs.40 or Rs.20, as the case may be, at the time of his appointment to an All-India Service, recovery of subscription from him will be regulated as provided in para 5.2 of the Scheme and payment from the savings fund will be regulated under paras 11.4 and 11.5 of the Scheme, i.e. he will be treated on par with a Central Service Group ‘B’ or ‘C’ officer, as the case may be, promoted to Group ‘A’ Service.
(iv) If a Central Service Group ‘B’ or ‘C’ officer was paying only insurance premium at the rate of Rs.12 or Rs.6, as the case may be, at the time of his appointment to an All-India Service, he will continue to pay insurance premium at the same rate on his appointment to the All-India Service till the next anniversary of the Scheme. Thereafter, he will be required to pay a subscription of Rs.80 p.m.
3. When a member of an All-India Service later on joins a Central Service Group ‘A’ Service:
(i) If a member of an All-India Service was a member of the Scheme and was subscribing at the composite rate of Rs.80 p.m. at the time of his appointment to a Central Service Group ‘A’ Service, he will continue to subscribe to the Scheme at this rate after his appointment to the Central Service Group ‘A’ Service. In such a case, he will be entitled to benefits from savings fund with effect from the date on which he joined the Scheme as a full member while working as a member of an All-India Service.
(ii) If a member of an All-India Service was paying only insurance premium at the rate of Rs.24 p.m. at the time of his appointment to a Central Service Group ‘A’ Service, he will continue to pay insurance premium at this rate till the next anniversary of the Scheme. Thereafter, he will be required to pay subscription at the composite rate of Rs.80 p.m.
4. The Ministry of Home Affairs, etc., are required to bring the above instructions to the notice of all concerned for information and necessary action.
5. In their application to the employees serving in the Indian Audit and Accounts Department, these orders issue in consultation with the Comptroller and Auditor-General of India.
MEMORANDUM
Shri ………………………………………. who was subscribing to CGEGI Scheme, 1980 as a full member at the rate of Rs.40/20 per month as a Central Service Group B/C officer, has been appointed to IAS/ IPS/ IFS with effect from …………… His subscription under the Scheme has been raised to Rs.80 per month from the month of January, 19…..and he will be eligible for the benefits under the Scheme appropriate to Group ‘A’ with effect from 1st January, 19….
