RBE No.154/1985 Personnel Inspectors – Bridging the Communication Gap

Sub: Bridging the communication Gap – contact with Railway servants working in road-side stations.

1. The  Railway Reforms Committee in Part ix of their report on “Personnel” matters has made inter alia the following recommendation:

“Item No.149: Once in every three months there should be visits of Personnel Inspectors to road side stations to establish communication with the lowest level of the organization. (Para 2.12)”

2. The Ministry of Railway have accepted the above recommendation that frequency of visits will depend on cadre position.

3. It is desired that roster of duties of Personnel Inspectors should be so framed that they visit the road side and way-side stations once in three months.

The visit should be communication oriented. They should carry relevant information to convey to the employees about the prospects of their promotion, impending promotional tests, training programmes and availability of various welfare facilities.

They should submit a detailed report of their visits indicating contact with Railway employees, their problems and grievances and how best these could be redressed. It shall be the responsibility of the Divisional Personnel Officer concerned to see that the instructions are scrupulously followed.

They should also periodically inspect and evaluate the reports submitted by Welfare/ Personnel Inspectors and inform the Chief Personnel Officer/ Additional Chief Personnel Officer/ Deputy Chief Personnel Officer (W) of the corrective action taken by them.

4. This should be given wide publicity.
