RBE No. 19/1999: IREM – Amendment to Para 124 – Recruitment – Guards – Direct Recruitment Quota – ACS No. 71

Sub: filling up of posts of Gods in a scale rupees 4500 7000 (RSRP) – Restoration of direct recruitment quota.
1. In terms of para 124(1)(i) of IREM, Volume-I, 1989, as modified by ACS No.63 forwarded under Board’s letter of even number dated 05.06.1998 (RBE No. 123/1998) 60% of the vacancies in the category of Goods Guards in the pay scale of Rs.4500-7000 (RSRP) are to be filled by general selection from amongst the serving employees with a minimum of three years service, working in grade(s) Rs.3050-4590/ 3200-4900/ 4000-6000 in the categories of Train Clerks/ Sr. Train Clerks, Commercial Clerks/ Sr. Commercial Clerks, Ticket Collectors/ Sr. Ticket Collectors, Switchmen, Asstt. Guards/ Sr. Asstt. Guards and Yard staff.
2. Pursuant to a demand raised in the PNM-AIRF meeting held on 02/03.09.1998, the matter has been considered for the by the Board and it has been decided that for filling up the 60% quota of vacancies in the category of Goods Guards, the Zonal Railways may lay down individual quota for each of the categories of staff mentioned in para 1 above in consultation with their recognized Unions.
3. Para 124 of the Indian Railway Establishment Manual Volume-I (1989 Edition) may also be amended as in the Advance Correction Slip No. 71 enclosed.

Chapter-I, Section-B, Sub-section-III: Recruitment and Training:
(1) In sub-para (1)(i) of para 124 at the end, after the word “Yard staff”, put a semi-colon and add the following words:-
“Individual quotas for each of these categories being fixed by the Zonal Railways.”

(2) In sub-para (2)(ii) of para 124, substitute the following for the existing words and figures
“Age: Between of 18 – 28 years”
