RBE No.205/1985 Vocational Training – Estimate Committee’s Recommendations

Sub:   Recommendations contained in Estimate Committee’s 45th Report (1982-83) on Production Units and Recommendation No.43 of RAEC Report, 1978 (Part-II) Refresher and Vocational Training to workshop staff.

1. Please refer to Ministry’s letter of even number dated 23.02.1984 regarding imparting of refresher training to workshop staff.

2. As would be observed from the recommendation of Railway Accidents Enquiry Committee, 1978 and Estimates Committee (45th Report), which were conveyed in Ministry’s letter of 23.02.1984 referred to above, both the committees have stressed the importance of  refresher courses for Artisan staff in Production Units and workshops.

In the context of these recommendations, the Ministry have further decided that the purpose of refresher courses would be equally well served by ‘on-the-job’ training to be imparted by the section supervisors to those artisans whose work is found lacking in quality or quantity.

In such case where the section supervisor is overburdened with other duties, instructors from the basic training centres may be drafted for this purpose.

The emphasis should be on the adoption of sound practices for ensuring the minimum of rejections and a high enough output to enable the maximum incentive bonus being earned.  Normally, good theory is inherent in sound practice, but in such rare cases where theoretical instruction is considered indispensable, short duration classes should be arranged as close to work spot as possible.

The direct supervisor himself should be encouraged to take such classes, in preference to instructors from the basic training centre or system technical school.

3. Sufficient instructions of equipment and literature should be made available in the form of books, manuals, audio-visual aids and video apparatus for demonstration of correct methods of work. Instructions for supplementing training facilities with modern audio visual aids. etc., have been issued vide Ministry’s letters No.E(Trg)83(30)/1, dated 27.03.1984, 05.09.1984 and 03.12.1984.
