RBE No.210/1986 Relief– To Pensioners and Family Pensioners

Sub:   Grant of relief to Central Government Pensioners and Family Pensioners under the Liberalised Pension Rules, Central Civil Services (Pension) Rules, 1972 and the Extra-ordinary Pension Rules.

A copy of O.M. No.42(16)P&PW/86, dated 14.10.1986 of Ministry of Personnel Public Grievances and Pensions (Deptt. of Pension & Pensioners Welfare) on the above subject is sent herewith for your information and necessary action. As stated in para 2.2 thereof, these orders will apply to Railway Pensioners also.

OFFICE MEMORANDUM

Sub:     Grant of relief to Central Government Pensioners and family pensioners receiving pension under the Liberalised Pension Rules, Central Civil Services (Pension) Rules, 1972, and the Extraordinary Pension Rules.

  1. The undersigned is directed to refer to this Ministry’s OM of even number dated 28th August, 1986 on the above subject and to say that the pension structure including related matters of the pensioners both present and future is under consideration of the Fourth Central Pay Commission and its recommendations are awaited.                                                                          Pending receipt of the recommendations of the commission, the question of grant of further installment of Dearness Relief which has become payable at average price index level 632 w.e.f. 01.07.1986 has been under consideration of the Government for some time. The President is now pleased to grant the same @ 2-1/2% of pension subject to the minimum of Rs.2.50 and maximum of Rs.12.50 p.m. to compensate the pensioners and the family pensioners for the rise in the cost of living according to the various categories of pensioners and rates of relief admissible to them as given in Tables-I to IV.

2.1   These orders apply to all civil pensioners.

2.2   These orders also apply to Armed Forces pensioners, civilan pensioners paid out of the Defence Services Estimates, All India Service pensioners and Railway pensioners.

2.3   These orders do not apply to retired High Court and Supreme Court, Judges. In their case separate orders will be issued by the administrative authorities concerned.

3.     Necessary adjustments, if any, will be done subsequent to the decision on the recommendations of the Fourth Central Pay Commission.

4.     The Accountants General and authorised Public Sector Banks are requested to arrange Payment of relief to pensioners on the basis of above instruction without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No.528-T-A. II/34-80-11,

dated 23.04.1981 of the Comptroller and Auditor General of India addressed to all Accountants General and Reserve Bank of India Circular No.GANB No.2958/GA-64 (ii) (CGL) L81, dated 21.05.1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.
