Sub: Reckoning of additional/ presumptive pay in terms of Rule 2038 (FR-49) R-II for pension and post – Retirement benefits (Dual Charge Allowance) – reg.

1.     With the reference to certain doubts expressed in the matter, the Ministry of Railways desire to clarify that additional pay/ presumptive pay payable in respect of combination of appointments, vide provisions contained in Rule 2038 (FR-49) R-II, is to be reckoned as ‘pay’ as defined in Rule 2003(21)(a)(iii) R-II, and will therefore count for the purpose of pension and other post-retirement benefits.

2.     This issues after consultation with the Ministry of Finance (Department of Expenditure) and with the concurrence of the Finance Directorate of the Ministry of Railways.
