RBE No.325/1985 Roster – Annual Inspection of Roster Registers by Liaison Officers

Sub:   Annual Inspection of roster registers by the Liaison Officers nominated for work relating to reservation of vacancies for SCs/STs – Submission of the report by the Liaison Officer to the General Manager.

Attention is invited to Board’s letters quoted above, under which the Liaison Officers are required to conduct annual inspection of the rosters maintained on the Zonal Railway/ P. Units with a view to ensuring proper implementation of the reservation orders for the Scheduled Castes and Scheduled Tribes. T

hey are also required to submit their annual inspection reports in the prescribed proforma to the General Manager/ Director General, RDSO (in the case of RDSO)/ Board (in the case of R.L.O.) pointing out defects discrepancies, if any, noticed and the remedial steps taken in this connection to safeguard the interests of the SCs/STs.

It has, however, been observed that some of the Liaison Officers are not conducting a systematic annual inspection of the roster register maintained on the Railways/ Production Units.

The Board have viewed this with concern and they desire to reiterate that the instructions referred to above should be strictly followed and steps taken to ensure that the Liaison Officers conduct the necessary annual inspection of   the rosters every year and submit their reports to the nominated authorities in the prescribed proforma by 31st December.

Directions, if any given by the nominated authorities on the reports furnished by the Liaison Officers should be properly carried out and a complete report submitted to the Board by 15th March every year in the proforma prescribed vide Board’s letter, quoted above.

The Board also desire that every year the Liaison Officers (CPOs, etc.) should obtain a certificate from the D.P.Os. to the effect that roster registers are being maintained properly for all categories.
