RBE No.337/1985 Promotion – To Safety Categories Posts

Sub: Promotion of non-gazetted staff to the posts classified as Safety Categories.
1. Reference Board’s letter of even No. dated 12.09.1985 (RBE No.266/1985) on the above subject.
2. In para 3 of Board’s letter referred to above, it has been stipulated that the minimum service of two years in the lower grade enjoined for promotion in the Safety Categories may be reduced to one year in the case of promotions to be ordered upto 30th June, 1986 subject to the condition that an employee can be promoted under this dispensation only after he has been tested by a J.A. grade Officer of the Department concerned and a competency certificate is granted by the DRM or a Level-I Officer personally.
It has since been decided that in extra Divisional Officer e.g. in Workshops, the competency certificate can be granted by the Head of such extra-Divisional Officer provided he is in level-II grade or above.
However, if there is no such officer in the Extra Divisional Office, the competency certificate shall only be granted by the concerned Level-I Officer in the Headquarters Office of a Zonal Railway.
3. It is further clarified that in the case of Safety category posts in a Division, powers in terms of para 3 of Board’s letter dt. 12.09.1985 (RBE No.266/1985) can be exercised by the DRM irrespective of whether he is in Level-II or Level-I.
4. The Board, after further consideration, have also decided that if inspite of the dispensation allowed in their letter of even number dated 12.09.1985 (RBE No.266/1985) as modified above, difficulty is experienced in manning the posts in Safety Categories in any particular category or case General Managers may relax the service condition to the extent considered advisable by them.
This power shall be exercised personally by the General Manager. It should not be delegated further. This relaxation will remain valid upto 30th , June, 1986 and will be subject to the same conditions as indicated in the Board’s letter of even number dated 12.09.1985 (RBE No.266/1985) as modified/ clarified above.
