RBE No. 41/1985 Promotion – Safety Categories – Two Years Service Condition

Sub: Promotion to safety categories – condition of two years service in the lower grade.
1. As the Railway Administration are aware, for promotion to safety category posts, the staff are required to put in a minimum of two years service in the next lower grade vide this Ministry’s letter No.E(NG)I-75-PM1-44, dated 31.05.1982. In the context of recent up-gradations which have been generally given retrospective effect, clarifications have been sought whether the period of two years for the aforesaid purpose should be counted from the date of actual promotion or from the date of proforma promotion i.e. with effect from the date from which up-gradation orders have been given effect.
2. The matter has been considered by the Ministry of Railways who have decided that period of two years’ service in the lower grade for promotion to the safety category posts should be counted from the date of actual promotion of the staff. However, cases already decided otherwise need not be re-opened.
