Sub: Functioning of the Permanent Negotiating Machinery.
1. In the recent PNM Meeting held between, the NEIR and the Railway Board on 30/31.01.1985, minutes of which have been forwarded to you vide, Railway Board’s letter No.E(LR)1/85 NM1-21, dated 14.02.1986, the Federation mentioned that the functioning of the PNM was not being taken seriously at the Zonal and Divisional levels and GMs/DRMs have not been attending these meetings.
The Board (M.S.) replied to this observation as under:
“According to our information, GMs are associating themselves with PNM Meeting.
However, at the Divisional level, if there are any deficiencies existing instructions would be suitably re-issued to the Railways for proper conduct of the Meeting.
The affiliates of the Federations could also bring any lacuna to the notice of the G.M.”
2. It is needless to add that under the extant instructions, the meetings are normally to be conducted by the GMs at the Zonal level and by the DRMs at the Divisional level.
If any lacuna in the functioning of the PNM Meeting at the Divisional level is brought to your notice by the affiliates of the Federation, kindly take remedial action.
