Sub: Cadre review and restructuring of Group ‘C’ & ‘D’ staff – Tracers – Annual Review.
Ref: This Ministry’s letter No.PCIII/84/UPG/19, dated 25.06.1985 (RBE No.181/1985).
1. While restructuring the cadre of Drawing Office Staff including Tracers in scale Rs.260-430 on Zonal Railways and Production Units, it was decided that the cadre of Tracers should be frozen immediately and a critical review carried out to determine the bare minimum posts required to be operated as Junior Draftsmen scale Rs.330-560. This exercise was to be completed within 6 months arid final position conveyed to the Board. It has further been decided in the Note to item VI of Annexure-I to Board’s letter dated 25.06.1985 (RBE No.181/1985) that once the cadre of Junior Draftsmen in scale Rs.330-560 is fixed finally, these upgraded posts will be taken into account for percentage distribution in higher grades in the subsequent annual reviews.
2. In spite of clear instructions, many railways have sought clarification whether Tracers upgraded to Junior Draftsmen scale Rs.330-560 should be taken into account then and there for percentage distribution in higher grades. It is reiterated that only when the cadre of Draftsmen including posts of Tracers Rs.260-430 to be upgraded as Junior Draftsmen scale Rs.330-560 is finally determined, the additional posts can be taken into account for percentage distribution in higher grades in the subsequent annual reviews. In case your Railway Production Unit has still not completed the review, action may be taken to complete the exercise expeditiously and final position advised to the Board.
3. Information on the following items may also be furnished to the Board immediately:
(i) Number of posts of Tracers in scale Rs.260-430 as on 01.01.1984.
(ii) Number of posts out of (i) above upgraded.
(iii) Number of posts of Tracers surrendered.
(iv) Balance posts of Tracers yet to be upgraded.
(v) Remarks for (iv) indicating why not upgraded and when likely to be upgraded.
