Transfer: RBE No.216/2002 – Inter-Railway/ Divisional Request Transfer of Sportspersons

Sub: Inter-Railway/ Inter-Divisional transfer of Sportsperson recruited against sports quota.

1. In the last sentence of para 5.1 of Master Circular No.24 issued under this Ministry’s letter No.E(NG)-I/90/TR/46, dated 08.04.1991, it has been stipulated that requests from Railway Servants recruited against sports quota, for Inter-Railway transfer, in any grade, should not be entertained. The matter has been reviewed by the Ministry of Railways and in partial modification of the aforesaid provision it has been decided that requests for transfer of sportspersons recruited against sports quota from one Railway/ Unit/ Division to another Railway/ Unit/ Division may be considered subject to the following conditions:-

(i) the sportsperson should have completed ten years service on the Railways;

(ii) he/she is no longer active in sports;

(iii) requests for inter-divisional/ inter-unit transfers within the same Railway are decided personally by Divisional Railway Managers/ Head of Unit/ PHODs; and

(iv) requests for inter-Railway transfers are considered at the level of the General Manager and referred to Railway Sports Promotion Board (RSPB) for prior approval.

2. However, exceptions to the above rule can be made in the following circumstances:

(i)    when the spouse of the sportsperson is also an employee of Central/ State Government/ Public Sector and the sportsperson requests for transfer to the place of posting of the spouse;

(ii) when a sportsperson has been afflicted with a serious physical or mental ailment rendering him/her unfit for competitive sports and he/she desires to be transferred to another place where better treatment facilities for the ailment are available; and

(iii) When a sportsperson requests for transfer on mutual basis from one Zone/ Division Unit to another, provided both such employees are sportspersons.

2.1   However, cases involving requests for inter-Railway transfer should be referred by the General Manager for approval to the Railway Sports Promotion Board as in respect of cases referred in para 1(iv) above.

3. The general conditions governing request transfers like educational qualifications prescribed for recruitment to the category/ post, to which transfer has been sought for, assignment of bottom seniority etc. will apply in all cases of transfer of sportspersons on their own request.
